Keep in mind there is a sneaking suspicion that the weapons in the Russian inventory may also have been victims of the kleptocracy. Tritium, for example, is valuable. And without it the fusion bombs fizzle.
And if one were to be set off and it fizzled or worse, did nothing, it would expose Russia to the world.

So, if it works Russia opens itself to potential nuclear annihilation, and if it fizzles Russia opens itself up to a slower but much more “real” annihilation as the world ponders the ramifications of a country willing to go to such extremes.

It makes no difference if it is fusion or fission, the result will be the same.
