Netherlands seem to be the country but I don't know what their experience is. I was somewhat shocked to see broads sitting in windows. So they got the sex thing figured out.

What do you mean by narcotic. Narcotic is a vague term that can be very restrictive (i.e. only opiates), or legal (i.e. illegal drugs such as heroin or marijuana), or broadly descriptive (any substance that deadens or numbs the feelings, which is the original definition from Hippocrates). Many narcotics (legal sense) have the exact same effects (or substantially milder effects) as alcohol, so you could say that alcohol is a narcotic and it is legal in the US. Similarly, cigarettes can have a calming effect and so could also be called narcotics. Alcohol and cigarettes are arguably much more dangerous and widespread than cocaine, marijuana, etc.

BTW if we're going to admit we're not the greatest country on earth and 'stoop' to following the leads of other countries (like that'll happen), and we're going to pick The Netherlands, can we please just do it 100%?

The legality of drugs seems to be based on some form of moral principles.
If the medical profession say its okay, then it can be prescribed. If a drug falls outside of that realm then it is illegal. I am not interested in supporting a foreign policy dominated by our dealing with narco states (mexico, columbia and afganistan being obvious examples) i am not interested in supporting a domestic policy which is self perpetuating failure. Make it legal. Tax the heck out of it. Place as many restrictions as needed. YMMV Be well Rob
